What? Of course there is. Exploratory programming and just writing code without big or even little design is (or was?) incredibly common. It doesn’t scale beyond one or two programmers so we don’t talk about it very much, but popular products like Minecraft originated this was, and almost definitely lots of one off useful tools fall into this category as well.
Even in big products, proof of concepts or prototypes can and are often done this way.
